Amends Section 22-15 of the Property Tax Code regarding service of notice of expiration of redemption period in tax deed proceedings.

Removes prior prohibition on private detectives serving notice in Cook County, allowing private detectives licensed under the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004 to serve notices in Cook County.

In Cook County, private detective service of notice is only permitted if the purchaser or assignee also delivers the notice to the sheriff (or coroner if sheriff is disqualified) for attempted service.

Service by a compliant private detective has the same legal force and effect as service by the sheriff or coroner, with costs governed by Section 21-355(h).

Changes apply only to tax deed petitions filed on or after the effective date of this Act, which takes effect immediately upon becoming law.
