HB2173 Summary

• Amends the Rebuild Illinois Mental Health Workforce Act to increase Medicaid reimbursement rates for community mental health services effective January 1, 2024, including Mobile Crisis Response (S9484), Crisis Intervention (H2011), Integrated Assessment and Treatment Planning (H2000), Group and Family Therapy (H0004), Community Support-Group (H2015), Telepsychiatry Originating Site (Q3014), and Medication Monitoring (H2010).

• Establishes minimum rate increases ranging from $3 to $200 per service unit depending on service type, with off-site service rates adjusted to maintain existing differentials from the July 1, 2022 fee schedule.

• Requires medication monitoring rate increases differentiated by provider type: physicians ($25.11 per unit), advanced practice registered nurses ($18.07 per unit), and all other providers ($15.00 per unit).

• Prohibits reduction of any existing base Medicaid rates or add-on payments in place on January 1, 2023, and mandates retroactive payment to January 1, 2024 for any rate increases delayed by implementation challenges or federal approval.

• Authorizes a one-time directed payment in calendar year 2023 (subject to federal approval) for intensive community mental health services including crisis response, assessment and treatment planning, and medication monitoring.
