Prohibits deed restrictions, covenants, and binding agreements from prohibiting solar energy system installation on properties subject to homeowners' associations, common interest communities, or condominium associations, and prevents property owners from being required to use specific solar technology.

Allows associations to determine the specific configuration of solar system elements on a roof face, provided such determinations do not reduce system production by more than 10% and do not prohibit installation on any roof face.

Requires associations to adopt a written energy policy statement within 90 days of receiving a request or application, which must explicitly include minimum standards from this Section and may include standards on location, design, and architectural requirements.

Reduces application processing time from 75 days to 30 days; if an application is submitted before a policy statement is adopted, processing must occur within 120 days from submission date; allows property owners to proceed with installation if associations fail to meet these deadlines after providing 10 business days' notice to cure.

Prohibits associations from conditioning approval on adjacent property owner consent, inquiring into energy usage, imposing conditions that impair system operation or negatively impact warranties, requiring post-installation reporting, or denying approval based on system ownership or financing method.

Entitles the prevailing party to costs and reasonable attorney's fees in any litigation arising under or involving application of this Act.
