Transfers Medicaid Fraud Control Unit responsibilities from Illinois State Police to the Office of the Attorney General across multiple statutes governing fraud investigations and enforcement.

Modifies the Long-Term Care Council by replacing "Illinois State Police" with "Office of the Attorney General Medicaid Fraud Control Unit" as a non-voting state agency member.

Updates the Illinois Public Aid Code to redirect forfeiture proceeds and Medicaid fraud enforcement authority to the Attorney General's office instead of the State Police, including establishment of the Medicaid Fraud and Abuse Prevention Fund under Attorney General control.

Amends the Illinois False Claims Act to remove references to Illinois State Police as investigators and clarify that the Attorney General leads fraud investigations and civil actions related to false claims.

Modifies fund allocation in the False Claims Act by eliminating the State Police Whistleblower Reward and Protection Fund and redirecting one-third of settlement proceeds to the Attorney General's Whistleblower Reward and Protection Fund, effective October 1, 2023.
