Establishes a Department of Central Management Services insulin discount program allowing participants to purchase insulin at discounted, post-rebate prices through participating pharmacies

Requires the discount program to provide eligible participants with an identification card or electronic document and instructions for seeking reimbursement from their health insurer

Limits total out-of-pocket cost for a 30-day supply of covered prescription insulin drugs to $35 per policy issued or renewed on or after the effective date

Adjusts the $35 cost-sharing limit annually on January 1 based on the percentage change in the medical care component of the Consumer Price Index

Allows the state to retain only enough rebate revenue from discounted insulin sales to cover program administration and keep the state risk pool whole
