Establishes a smart pole pilot program in Cook County requiring the Board of Commissioners to designate a high-gun-violence area for implementation, excluding areas serviced by the Chicago Transit Authority train system.

Defines "smart pole" as a multi-function streetlight with color-changing LED lights, integrated speaker, remote control capability, and wireless connectivity, with optional emergency call systems or graphic signs.

Cook County shall contract with one or more minority-owned businesses to install smart poles in the designated area, constructed and programmed to reduce crime, subject to General Assembly appropriation.

Requires annual reports to the General Assembly and Governor starting December 31, 2025, detailing the program's effectiveness in reducing crime.

Program automatically repeals January 1, 2029, with the bill taking effect January 1, 2024.
