IL HB2219

Amends the Metropolitan Water Reclamation District Act to allow issuance of bonds up to 3.35% of equalized assessed valuation through December 31, 2034, for sewage treatment, water quality improvements, distributed renewable energy generation devices, and flood control facilities.

Increases the annual bond issuance limit from $150,000,000 to $150,000,000 plus any unused authorized amounts from the prior 3 budget years.

Authorizes the district to issue up to $600,000,000 in additional bonds for contributions to the district's pension fund without voter approval.

Creates new Section 56 authorizing the district to capture, recover, and sell recovered resources and renewable energy from wastewater treatment operations, including biogas, nutrients, algae, and thermal energy.

Permits the district to accept food waste, organic waste, and other materials to enhance the production of renewable energy and recovered resources from its facilities.
