IL HB2223

Amends the Juvenile Court Act of 1987 to change the definition of "delinquent minor" to apply only to violations of Illinois State, county, or municipal law (removes references to federal law and "regardless of where the act occurred").

Updates Section 5-120 on exclusive jurisdiction to clarify that proceedings apply only to violations of Illinois State, county, or municipal law committed by minors under age 18.

Modifies Section 5-135 on venue to require that the offense be committed "wholly or partly within the State of Illinois" for jurisdiction to lie in Illinois courts, and removes reference to federal law violations.

Introduces "sentencing hearing" and "trial" as replacement terminology for "dispositional hearing" and "adjudicatory hearing" in the juvenile justice system.

Adds definition of "Court" to mean the circuit court or Juvenile Court session assigned to hear proceedings under the Act.
