Amends the Transportation Network Providers Act to extend the repeal date from September 1, 2023 to September 1, 2028

Makes subsection (e) of Section 25, which states that TNCs and TNC drivers are not common carriers or taxicab services, inoperative on and after January 1, 2024

Maintains the zero tolerance policy requiring TNCs to prohibit driver use of drugs or alcohol while providing services or logged into the digital network

Requires TNCs to immediately suspend drivers upon receiving passenger complaints alleging drug or alcohol impairment and conduct investigations during the suspension period

Takes effect upon becoming law
