Increases the competitive bidding threshold for school district contracts from $25,000 to $35,000 for supplies, materials, and work across three sections of the School Code (10-20.21, 34-18, and 34-21.3).

Requires school food service contracts to give preference to suppliers meeting five criteria: health-promoting scratch-made foods, state/regional suppliers with local products, producers using recommended hormone and pest management practices, suppliers valuing animal welfare, and businesses owned by minorities, women, or persons with disabilities.

Mandates collection of food supplier data at bid time and annual updates, including names and addresses of all suppliers, distributors, processors, and producers involved in food provision.

Prohibits school districts from contracting with food bidders whose terms prevent donation of food to food banks, homeless shelters, food pantries, and soup kitchens.

Increases the delegation authority for the general superintendent to approve contracts and expenditures from $10,000 to $35,000 without full board vote.
