IL HB2238

Establishes new hospital stroke care designations including "Thrombectomy Capable Stroke Centers," "Thrombectomy Ready Stroke Centers," and "Primary Stroke Centers Plus" in addition to existing Comprehensive and Primary Stroke Centers.

Requires hospitals seeking these designations to be certified by Department-approved, nationally recognized certifying bodies using evidence-based stroke guidelines, with automatic state designation within 30 business days of certification receipt.

Sets annual designation fees between $100-$500 for all stroke center types, with funds deposited into the Stroke Data Collection Fund to support stroke care infrastructure, equipment, training, and network development.

Expands Regional and State Stroke Advisory Subcommittees to include representatives from the new stroke center designations and requires the State Subcommittee to develop and annually review an evidence-based statewide stroke assessment tool for EMS systems.

Grants the Department authority to suspend or revoke stroke center designations when certification lapses, is revoked, or in emergency circumstances where patient safety is at immediate risk, with hospitals having appeal rights.
