Amends Section 4-103 of the Illinois Vehicle Code to clarify that a person violates the law by receiving, possessing, concealing, selling, disposing of, or transferring a stolen or converted vehicle or essential part, regardless of whether the person themselves stole or converted it.

Establishes that knowledge of theft or conversion can be inferred from surrounding facts and circumstances that would lead a reasonable person to believe the vehicle is stolen, or from exclusive unexplained possession of the vehicle or part.

Conviction for violating this section constitutes a Class 2 felony.

Provides an exemption for persons engaged in vehicle repair or servicing who possess a manufacturer's identification number plate for the purpose of reaffixing it on the same damaged vehicle, subject to notification to the Secretary of State and record-keeping requirements.

Requires vehicle owners whose vehicles are repaired under the exemption to contact the Illinois State Police Vehicle Inspection Bureau within 90 days for inspection of the vehicle.
