Establishes a stolen vehicle recovery hotline in counties with populations of 3,000,000 or more, requiring the county sheriff to coordinate with law enforcement agencies, vehicle manufacturers, dealers, and location vendors to assist in vehicle theft investigations and provide public information about stolen vehicle locator capabilities.

Requires vehicle manufacturers selling vehicles in Illinois to maintain a 24/7 hotline staffed for law enforcement agencies and 911 call centers to assist in locating stolen vehicles or vehicles used in kidnappings, with manufacturers waiving fees for activating vehicle location services during emergency situations.

Permits manufacturers to share real-time vehicle location information with law enforcement when authorized by court order, vehicle owner consent, or when law enforcement verifies identity and certifies a clear and present danger of death or great bodily harm from vehicular hijacking or kidnapping.

Provides liability protections for vehicle manufacturers and their employees, vendors, and contractors for good faith provision of vehicle location information and assistance to law enforcement under the established mechanisms.

Amends the Freedom From Location Surveillance Act to add vehicular hijacking as an emergency exception allowing law enforcement to obtain location information without a court order when there is imminent danger of death or great bodily harm.
