Amends the Freedom of Information Act to add images from cameras under the "Expressway and Highway Camera Act" as an exemption from public disclosure, with this exemption expiring July 1, 2025.

Renames the "Expressway Camera Act" to the "Expressway and Highway Camera Act" and expands camera program to cover state highway systems in addition to expressways.

Authorizes Illinois State Police, Department of Transportation, and State Toll Highway Authority to use camera images to investigate vehicular hijacking, terrorism, motor vehicle theft, forcible felonies, and firearm offenses; images must be deleted within 120 days unless relevant to ongoing investigations or trials.

Requires annual joint reports to the General Assembly detailing program costs by county, number of criminal investigations using camera data, and maintenance expenses including telecommunications and data transfer costs.

Permits funds from the Road Fund and Illinois State Tollway Highway Authority to cover camera installation, maintenance, telecommunications, and warranties.
