Establishes the Civil Rights Remedies Restoration Act to restore damages for emotional distress in cases involving violations of federal civil rights statutes that receive federal funding, responding to the U.S. Supreme Court's Cummings v. Premier Rehab Keller decision.

Defines violations to include breaches of Section 504 of the Rehabilitation Act of 1973, Section 1557 of the Affordable Care Act, Title II of the Americans with Disabilities Act, the Age Discrimination Act of 1975, Title IX of the Education Amendments of 1972, Title VI of the Civil Rights Act of 1964, and other federal non-discrimination statutes.

Provides remedies including damages for monetary losses, emotional pain, suffering, mental anguish, loss of enjoyment of life, and other nonmonetary losses with a statutory minimum of $4,000 per violation.

Authorizes courts to award attorney's fees, costs, expert witness fees, injunctive relief, restraining orders, and declaratory judgments in addition to monetary damages.

Allows claims to be filed in any court of competent jurisdiction and waives the State's sovereign and Eleventh Amendment immunity for violations of this Act.
