Amends the Animal Welfare Act to prohibit pet shop operators from offering rabbits for sale under any circumstances.

Pet shop operators may continue to offer dogs and cats only if obtained from compliant animal control facilities or animal shelters, whether in-state or out-of-state.

Requires pet shop operators to maintain records for 2 years of each dog or cat offered for sale, including source facility information and compliance documentation, with submission to the Department on May 1 and November 1 annually.

Pet shop operators found in violation of the dog and cat sourcing requirement are permanently prohibited from selling dogs or cats regardless of source.

Allows pet shops to provide space to animal control facilities or shelters to showcase animals for adoption purposes.
