Amends the Uniform Environmental Covenants Act to expand the definition of "environmental response project" to include plans or work performed to clean up, remediate, eliminate, investigate, minimize, mitigate, or prevent the release of contaminants affecting real property.

Broadens the scope of covered environmental programs to include federal and state programs governing environmental remediation, including those under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and the Resource Conservation and Recovery Act (RCRA).

Adds coverage for environmental response projects incident to the closure of solid or hazardous waste management units conducted with agency approval and projects under state voluntary clean-up programs authorized by the Environmental Protection Act.

Removes specific references to particular remediation frameworks (such as CERCLA Sections 106, 120, and 122, and RCRA Section 3008(h) and 7003) and consolidates them under broader program categories.

Eliminates the definition of "State" from the act's definitions section.
