Establishes a 3% goal for Illinois state contracts to be awarded to service-disabled veteran-owned small businesses (SDVOSB) and veteran-owned small businesses (VOSB), including subcontracted work.

Increases the definition of "small business" annual gross sales threshold from $75 million to $150 million for purposes of veteran business certification and contracting.

Requires chief procurement officers to submit annual reports to the Commission on Equity and Inclusion by November 1 detailing the number of veteran-owned businesses that bid on and entered into state contracts.

Transfers oversight of veteran-owned small business certification and procurement programs from the Department of Central Management Services to the Commission on Equity and Inclusion.

Mandates the Commission on Equity and Inclusion conduct at least 2 outreach events per year to inform veteran-owned businesses about state procurement opportunities and maintain an electronic certification portal.
