Removes the "subject to appropriation" language from the $630 per diem rate for safety-net hospitals providing inpatient psychiatric services effective January 1, 2021.

Establishes a minimum inpatient per diem rate of $630 for general acute care hospitals with more than 9,500 inpatient psychiatric Medicaid days in any calendar year, effective January 1, 2022.

Maintains the base inpatient per diem rate of $363.77 for psychiatric services at specified hospitals, effective July 1, 2008.

Prohibits the Department from promulgating rules to implement this section and suspends the section during any period when the State has an approved hospital assessment plan.

Takes effect July 1, 2023.
