Amends the Illinois Public Aid Code to add Section 12-4.57 regarding Prospective Payment System rates for federally qualified health centers.

Requires the Department of Healthcare and Family Services to increase Prospective Payment System rates for federally qualified health centers by $100,000,000 annually, beginning July 1, 2023, and continuing each State fiscal year thereafter.

Mandates the rate increase use an alternative payment method acceptable to the Centers for Medicare and Medicaid Services and a trade association representing a majority of federally qualified health centers operating in Illinois.

Requires the $100,000,000 increase be distributed as an equal percentage increase to the rates paid to each federally qualified health center.

Effective date is July 1, 2023.
