Amends the Governmental Joint Purchasing Act to add a third circumstance allowing contracts without competitive bidding: when it is in the best interest of the State to award a contract to a qualified not-for-profit agency for persons with significant disabilities under Section 45-35 of the Illinois Procurement Code.

Requires the chief procurement officer to determine eligibility for contracts with not-for-profit agencies serving persons with significant disabilities, in addition to existing determinations for sole economically-feasible sources and emergency public health/safety situations.

Authorizes the chief procurement officer to approve awards to not-for-profit agencies for persons with significant disabilities following the same procedures established in the Illinois Procurement Code for such contracting.

Requires joint purchases under this section to follow procedures for not-for-profit agencies serving persons with significant disabilities when the chief procurement officer determines it is in the best interest of the State.

Maintains existing requirement that each chief procurement officer submit an annual report to the General Assembly by November 1 detailing procurements made under this section.
