• Creates the Early Childhood Workforce Standards Board with representatives from labor unions, early childhood programs, parents, and the Governor's Office to set wage standards for state-funded early childhood programs.

• Board must determine an hourly wage floor and salaried equivalent starting in State Fiscal Year 2025, with a minimum of $25 per hour required by State Fiscal Year 2027.

• Requires child care centers receiving state grants or purchase of service contracts to comply with wage floors, report staff contact information quarterly, submit wage scales and grievance procedures, and provide detailed annual financial reports within 6 months.

• Department of Human Services shall establish a grant program for early childhood worker training programs that emphasize experience, equity, racial justice, mentorship, apprenticeships, and peer-led learning beginning in State Fiscal Year 2025, subject to appropriation.

• Adds requirements to the School Code for preschool grant agreements and Illinois Public Aid Code for child care assistance purchase of service contracts regarding workforce compensation, staff communication, and financial accountability.
