Amends the Toll Highway Act to permit vehicles displaying a Purple Heart special registration license plate to use toll highways without paying the toll on August 7 of each year, designated as Purple Heart Day.

The exemption applies only to vehicles with Purple Heart license plates issued under Section 3-623 of the Illinois Vehicle Code on the specific date of August 7.

Maintains existing exemptions for official Toll Highway Authority business, law enforcement, fire department, ambulance service vehicles, and public transportation vehicles.

Requires the Toll Highway Authority to account for this exemption when calculating toll rates to ensure sufficient revenues for construction, maintenance, operations, and bond obligations.

Takes effect immediately upon becoming law.
