HB2322 - Water Reuse Task Force Act

• Creates the Water Reuse Task Force to develop policy frameworks and recommendations for expanding water reuse in Illinois as an alternative water source to address drought concerns and groundwater depletion.

• Task Force comprises 14 voting members (representing state agencies, universities, environmental organizations, unions, and the Metropolitan Water Reclamation District) and 7 nonvoting members (representing agricultural and conservation organizations), appointed by the Governor, legislative leaders, and agency directors.

• Requires Task Force to present findings to the General Assembly on nonpotable water reuse (2025), potable water reuse methods (2026-2027), and summary reports (2028-2031), with recommendations for administrative rule revisions across specified timeframes.

• Mandates Task Force recommendations to state agencies for regulatory changes addressing water reuse ambiguities in Illinois Administrative Code sections 35 Ill. Adm. Code 604.200 and 611.231, plus the Plumbing Code.

• Act becomes effective June 1, 2024, and automatically repeals on June 31, 2032.
