Defines "low-speed electric scooter" as a device weighing less than 100 pounds with 2-3 wheels, handlebars, and floorboard, powered by electric motor and/or human power, with maximum speed of 20 miles per hour.

Operators must be at least 16 years old and possess a valid driver's license, instruction permit, or State identification card.

Low-speed electric scooters may be operated where bicycles are permitted, including bicycle lanes and paths, and operators have the same rights and duties as bicycle riders.

Scooters must be equipped with a front white lamp visible 500 feet ahead and rear red reflector visible 100-600 feet when used at nighttime, and must have functioning brakes.

Prohibits equipping or using sirens on low-speed electric scooters, except for police vehicles and fire department vehicles; scooters may be parked in the same locations as bicycles.
