Amends the Invest in Kids Act to require qualified schools accepting scholarship students to comply with federal and state laws and rules applicable to public schools regarding special education and English learner instruction.

Requires qualified schools to comply with paragraphs (1) through (12) of subsection (g) of Section 27A-5 of the School Code.

Mandates qualified schools to comply with Articles 5 and 5A of the Illinois Human Rights Act concerning public accommodations and educational institutions.

Requires qualified schools to provide breastfeeding accommodations for pupils and home instruction provisions for pregnant pupils as specified in the School Code.

Makes a qualified school's inability to meet these requirements grounds for ineligibility to participate in the scholarship program as determined by the Board.
