Changes City Colleges of Chicago board governance from mayoral appointment to election, effective with the 2025 consolidated election.

Creates 21-member elected board consisting of 20 members elected from trustee districts and one member elected at-large to serve as board president, each serving 4-year terms.

Requires General Assembly to subdivide Chicago into 20 compact, contiguous, and substantially equal population trustee districts by May 31, 2024, with redistricting every 10 years following the decennial census.

Establishes eligibility requirements prohibiting employees of community college districts and individuals with contracts or financial interests with the colleges, and imposing one-year cooling-off period for former board members accepting compensation from entities they voted on during service.

Provides procedures for nominating petitions, ballot order determination by lottery for simultaneous filings, and vacancy filling by remaining board members or State Board chairman if vacancies unfilled within 60 days.
