Amends the Illinois Procurement Code to require each chief procurement officer to make the small business annual report available on their official website and issue a press release with an executive summary and link to the report.

Modifies the Business Enterprise for Minorities, Women, and Persons with Disabilities Act to require the Council to post its annual report on its official website and issue a press release containing an executive summary and link to the report.

Maintains existing small business set-aside requirements of 25-40% of annual construction contracts for state executive branch agencies.

Preserves existing small business size standards including $13,000,000 annual sales limit for wholesale businesses, $8,000,000 for retail/service businesses, 250 employee limit for manufacturing, and $14,000,000 for construction businesses.
