• Changes the Department of Innovation and Technology Act to make providing IT services to State agencies discretionary ("may") rather than mandatory ("shall").

• Excludes transferring agencies from the definition of "State agency," treating them separately as "client agencies" under the Department's purview.

• Removes requirement for the Department to formulate and maintain a master plan for information technology, including eliminating annual reporting obligations to the Governor.

• Prohibits publication of System and Organization Control (SOC) audit reports on public websites, but requires unredacted copies be provided to the General Assembly, transferring agencies, and requesting State agencies.

• Takes effect immediately upon becoming law.
