IL HB2370

Increases tiered exceptional care per diem rates by 6% effective January 1, 2024 for medically complex developmentally disabled facilities (Tier 1: $326 to $345.56, Tier 2: $546 to $578.76, Tier 3: $735 to $778.10).

Requires any reimbursement increases applied to base rates for ID/DD Community Care Act providers be applied equivalently to each tier of exceptional care per diem rates for medically complex developmentally disabled facilities.

Establishes three tiers of exceptional care reimbursement: Tier 1 for residents receiving 51% or more caloric intake via feeding tube, Tier 2 for residents receiving tracheostomy care without ventilator, and Tier 3 for residents receiving tracheostomy and ventilator care.

Designates the Department of Healthcare and Family Services as responsible for reimbursement calculations and direct payment to medically complex developmentally disabled facilities, with appropriations shifted from the Department of Human Services.

Takes effect immediately upon becoming law.
