Amends the Human Services Professional Loan Repayment Program to expand the definition of "Professional" to include individuals employed by agencies that receive funding from or are grant-funded by State agencies, in addition to those with contracts.

Removes the 4-year cumulative maximum limit on grant awards and allows the Commission to grant preference to applicants based on need or income levels.

Establishes grant award amounts: up to $25,000 per year for master's degrees or higher, $15,000 per year for bachelor's degrees, and $3,000 per year for associate degrees, with an additional $5,000 per year add-on for certain independently licensed professionals.

Requires applicants to have worked as a full-time employee for at least 24 consecutive months in a community-based human services agency and must remain employed in the same agency for at least 12 months after receiving a grant.

Takes effect July 1, 2023.
