Prohibits objects or materials placed between driver and front windshield that materially obstruct view, but prohibits law enforcement from stopping vehicles solely for violating this provision.

Allows nonreflective tinted film on side windows adjacent to driver with minimum 50% light transmittance (with 5% variance) if rear windows allow at least 30% light transmittance, or minimum 35% light transmittance if rear windows allow at least 35% light transmittance.

Prevents new or used motor vehicle dealers from permitting test drives with signs, decals, or materials on front windshield or side windows that obstruct driver's view in violation of windshield obstruction rules.

Exempts vehicles with distinctive license plates issued for owners with specified medical conditions (lupus, actinic porokeratosis, light sensitivity from traumatic brain injury, albinism) from window tinting restrictions upon submission of physician certification renewed every 4 years.

First violation is petty offense with $50-$500 fine; second or subsequent violation is Class C misdemeanor with $100-$500 fine, and violators must alter nonconforming windows to comply.
