State agencies must respond to contractor requests for change orders or authorization for extra work within 45 days by either approving, countering on price, rejecting with written reasons, partially agreeing, or requesting additional time.

If a state agency requests an additional 30 days, it must take one of the same actions within that period, and may request one additional 15-day extension.

After any 15-day extension period, the state agency must take final action on the change order or extra work request.

State agencies must publish quarterly reports on their websites showing the total number of times they requested additional time to make determinations and the number of extensions requested for each contract.

The bill takes effect immediately upon becoming law.
