Authorizes the Department of Financial and Professional Regulation to adopt emergency rules implementing this act to expedite its implementation, with this emergency provision repealing one year after the effective date.

Allows the Secretary of Professional Regulation to extend expiration dates or renewal periods for professional licenses, registrations, or certificates when there is significant operational need or to avoid undue hardship, considering factors such as pending applications, processing delays, professional shortages, and budget impact.

Requires waiver of late fees for licensees whose expiration dates are extended under this act or whose licenses expire due to Department processing delays.

Authorizes the Department to procure licensing software through an expedited, competitive process outside normal procurement code requirements, with contracts to be executed within 90 days and implementation to begin within 90 days of contract execution.

Requires the software solution to electronically issue licenses and certificates, process fees and payments, interface with third-party applications, provide online access to license status, and support enforcement of professional licensing acts, with contracts not exceeding 10 years.
