HB2395 Summary

• Extends the sunset date for the Electrologist Licensing Act, Illinois Public Accounting Act, Private Detective/Alarm/Security/Locksmith Act of 2004, Section 2.5 of the Illinois Plumbing License Law, and Veterinary Medicine and Surgery Practice Act of 2004 from January 1, 2024 to January 1, 2029 (with Structural Pest Control Act expiring December 31, 2029).

• Amends the Veterinary Medicine and Surgery Practice Act to add email address of record requirements, update definitions including telemedicine services, and establish new rules for veterinary practice and supervision.

• Adds telemedicine provisions allowing veterinarians to provide remote care when an established veterinarian-client-patient relationship exists and either a physical exam was conducted within one year or a diagnosis can be made without one based on professional standards.

• Requires all applicants and licensees under multiple regulated professions to provide valid addresses and email addresses to the Department and notify of any changes within 14 days.

• Makes technical corrections to language throughout regulated professions acts, replacing gendered pronouns with neutral terminology.
