Allows the Secretary of State to issue intrastate non-domiciled Commercial Learner's Permits (CLP) or Commercial Driver's Licenses (CDL) to foreign nationals ineligible for social security numbers.

Requires applicants to present a consular card or passport from their country of citizenship, an individual tax identification number, and proof of Illinois residency.

Restricts intrastate non-domiciled CDL or CLP use to transport within Illinois only.

Requires the designation "intrastate non-domiciled CDL" or "intrastate non-domiciled CLP" to appear on the face of the license.

Mandates applicants surrender any non-domiciled CDL, license, or permit issued by any other state and authorizes the Secretary of State to adopt implementing rules.
