Establishes a transportation program by the Metropolitan Transit Authority (CTA) for youth 18 years old and younger to access buses and trains for travel to youth programs and services.

Program must be created no later than July 1, 2024, and modeled similarly to the existing U-Pass program.

State is not required to reimburse local governments for implementation costs of this mandate under the State Mandates Act.

Effective upon becoming law.
