Allows 16-year-olds to preregister to vote through online voter registration systems or electronic voter registration portals, with registration held in abeyance until they reach voting age.

Deems individuals 16 years of age or older competent to execute and attest to voter registration forms, expanding eligibility from the previous requirement of 17-year-olds who will be 18 by election day.
