Establishes a fleet electrification voucher program administered by the Environmental Protection Agency offering $200,000 per electric school bus, Class 7 truck, or Class 8 truck purchased or leased by Illinois fleet owners and operators.

Vouchers available for vehicles registered in Illinois or under the International Registration Plan with applicants maintaining primary Illinois residence; covers direct purchases, third-party bulk orders, and leases.

Applicants must submit proof of purchase, lease, or binding contract after preliminary approval; preliminary approval renewable every 3 months for up to 18 months pending receipt of documentation.

Recipients must scrap an equivalent diesel school bus or truck from their existing fleet; electric vehicles must be retained for minimum 36 consecutive months with resale or sublease for profit prohibited within that period.

Deployment of purchased or leased electric vehicles required within 24 months of receiving voucher funds; recipients must participate in annual surveys tracking mileage, kilowatt consumption, and emissions reduction.
