Defines "pedestrian hybrid beacon" as a traffic-control device used to warn and control traffic at locations without traffic signals to assist pedestrians crossing at marked crosswalks.

Exempts drivers approaching a pedestrian hybrid beacon from the requirement to stop as they would at a stop sign when no signal light is illuminated.

Requires drivers to obey instructions of official traffic-control devices unless directed otherwise by a police officer or as an authorized emergency vehicle.

Prohibits drivers from leaving the roadway and traveling across private property to avoid official traffic-control devices.

Maintains existing penalties for traffic-control violations in construction and maintenance zones, with fines between $100 and $1,000.
