Establishes the Healthy School Meals for All Program, effective July 1, 2023, to provide free breakfast and lunch to all students in participating schools without charge.

Participating school boards receive state reimbursement equal to the federal free reimbursement rate multiplied by total eligible meals served, minus federal reimbursements already received through the National School Breakfast and Lunch Programs.

School districts must participate in the Community Eligibility Provision or another federal special assistance alternative to maximize federal funding before receiving state reimbursement.

If appropriations are insufficient to cover all interested schools, the State Board of Education prioritizes schools using the Community Eligibility Provision with higher percentages of eligible students, then distributes remaining funds equitably.

The State Board of Education shall provide technical assistance to schools and support increased student participation through breakfast pickup options, classroom breakfast delivery, and wellness committee collaboration.
