Capital Development Board shall contract with qualified mechanical insulation contractors to assess every state-owned public building within 10 years to identify energy savings and public health risks related to mechanical insulation systems.

Assessment findings must include remediation measures to bring mechanical insulation systems up to code, minimize energy loss, and ensure public health and safety, and shall be posted on the Board's website within 30 days of completion.

State must enter into contracts for remediation within 12 months if assessments identify measures that would reduce carbon footprint and energy savings by more than 30% for a building.

Any public health or safety concerns identified in assessments are deemed hazards and must be contracted for immediate remediation under prevailing wage requirements.

Board shall file annual reports with the General Assembly by December 31 detailing assessments completed in the previous calendar year.
