Establishes the Justice40 Oversight Committee to advance federal Justice40 initiative, which aims to deliver at least 40% of climate and clean energy investment benefits to disadvantaged communities in Illinois

Committee must submit initial report to General Assembly by June 30, 2024, and annual reports by June 30 each year thereafter with findings, conclusions, and recommendations on environmental justice and federal fund usage

Committee composition includes 9 voting members: 4 legislative appointees (Speaker, Senate President, and two Minority Leaders) serving as Co-Chairpersons, plus directors/secretaries from Environmental Protection Agency, Public Health, Human Services, and Transportation

Committee may include up to 7 categories of nonvoting members including representatives from labor, manufacturers, faith-based organizations, environmental justice groups, community organizations, disadvantaged communities residents, and federal agencies

Committee must meet at least twice quarterly to carry out duties; member appointments must be completed within 60 days of the Act taking effect
