Animal shelters and animal control facilities must sterilize and microchip dogs and cats before adoption, unless a veterinarian certifies the animal is too sick or injured, in which case adopters must sign a written agreement to complete the procedures within 14 days after the animal is healthy enough.

Shelters and animal control facilities may adopt out animals with disease, injury, or abnormality if the condition is disclosed in writing to the adopter and the adopter is allowed to return the animal.

Veterans presenting a current and valid Illinois driver's license, Illinois Identification Card, or federal Veterans Identification Card (along with a valid Illinois driver's license or ID card) receive waived adoption fees if they comply with the shelter's adoption policies.

Shelters and animal control facilities may limit veterans to adopting one dog or one cat each within any 2-year period.

The sterilization and microchipping requirements do not apply to adoptions under Section 11 of the Animal Control Act.
