Creates Section 6-1.5 allowing residents of one community college district to attend another district's college at in-district tuition rates if their home college does not offer their desired program and has no contractual agreement for that program.

Requires students to apply through their home college (sending college) and obtain written approval before enrolling at another college (receiving college), with sending college determining if programmatic differences exist.

Establishes State Board responsibility to maintain a program directory comparing program titles and instructional program codes, with minor differences in delivery methods not constituting program differences.

Designates receiving college as student's district for athletic eligibility, military service, and Illinois Student Assistance Commission scholarships, while allowing full transfer credit between sending and receiving colleges.

Allows receiving college to claim State grants for students enrolled in its courses and requires receiving college to provide sending college with credit hour data for equalization grant calculations.
