Allows local authorities to prohibit truck and commercial vehicle operation or impose limitations on weight, height, and length (previously only weight) on highways under their jurisdiction, with limitations marked by appropriate signs.

Eliminates the requirement that state agencies and local governments widen or alter non-designated highways to accommodate truck-tractor-semitrailer combinations, regardless of construction date.

Changes local government reporting requirement from mandatory ("shall") to discretionary ("may") regarding vehicle operation limitations imposed by ordinance or resolution on non-designated highway systems.

Adds height and length restrictions to Department of Transportation authority to impose vehicle operation restrictions on state highways, in addition to existing weight restrictions.
