Amends the Illinois Public Aid Code by adding provisions governing the effective dates of medical assistance program and reimbursement changes.

Program and reimbursement changes enacted with an effective date between January 1 and May 31 must be delayed until January 1 of the following year.

Program and rate changes enacted with an effective date between June 1 and December 31 must be delayed until June 1 of the following year.

Changes apply to all medical assistance programs, including programs for dual eligible beneficiaries (individuals eligible for both Medicare and Medicaid).

All requirements are subject to federal approval and compliance with Centers for Medicare and Medicaid Services regulations.
