• Amends the Higher Education Student Assistance Act to modify eligibility for Monetary Award Program (MAP) grants for community college students.

• Allows applicants enrolled in certificate programs at public community colleges to remain eligible for MAP grants until completion of the certificate program, even if they have exceeded the normal 135 semester credit hour limit.

• Maintains existing MAP grant eligibility requirements: Illinois residency, U.S. citizenship or permanent residency, enrollment at a qualified institution, and demonstrated financial need.

• Takes effect immediately upon becoming law.
