Amends the Illinois Income Tax Act to create a $250 income tax credit for taxpayers who adopt an animal from a no-kill animal shelter.

Credit requires the taxpayer to retain ownership of the adopted animal for 6 consecutive months during the taxable year.

Defines "no kill animal shelter" as a facility where fewer than 10% of animals received were euthanized in the previous calendar year.

Allows excess credits to be carried forward and applied to tax liability in the 5 following tax years, with earlier credits applied first.

Credit cannot reduce a taxpayer's tax liability below zero and is effective for taxable years beginning on or after January 1, 2023.
