Creates the Opioid Antagonist Bulk Purchase Fund as a special fund in the State treasury under the State Finance Act.

Fund may receive gifts, grants, bequests, donations, and moneys from any public or private source, with all interest earned deposited back into the Fund.

Appropriated moneys shall be used by the Department of Human Services for bulk purchasing of opioid antagonists and making grants for distribution of opioid antagonists.

Department of Human Services must adopt rules establishing requirements for distributing grant moneys and determining which persons or entities are eligible and most in need of grants.
